Is it possible or desirable for the Western states find a way to coordinate to optimize use of the transmission grid and to ensure optimal use of generating resources across a wide geographic area? With the strong history of independent governance that goes back to pioneer days, will entities and governmental bodies in the West accept a federally-regulated market mechanism to provide this function? What is the future for success of new renewable development throughout the 14 interconnected Western states if coordination is not successful?

Is this really a solution to the everlasting water and environmental issues in the Delta?  With the co-equal goals of environmental restoration and water supply reliability, the draft environmental impact report for the Bay Delta Conservation Plan will be released for public comment in October 2013.  Hear what this $24 billion plan is all about and perspectives from public agencies, water users and environmental stakeholders.
