Please join AWWEE's Sacramento Regional Team to learn about the technical, financial, and organizational challenges in the implementation of the Groundwater Sustainability Act passed by the California legislature in 2014. After a brief summary of the legislation and background law by Meredith Nikkel, Associate at Downey Brand, a detailed perspective will be provided by Mary Scruggs, Supervising Engineering Geologist at the California Department of Water Resources, and Vicki Kretsinger Grabert, President and Senior Principal Hydrologist at Luhdorff & Scalmanini, Consulting Engineers.
Meredith Nikkel litigates groundwater rights in courts throughout California, and defends public and private water rights in proceedings before the State Water Resources Control Board. She also co-teaches a course on groundwater law and hydrology for UC Davis Extension.
Mary Scruggs is part of the DWR SGMA core management team implementing the new legislation and is leading a few of the projects including identifying critically overdrafted basins and basin prioritization. In addition, she is the Program Manager for the California Statewide Groundwater elevation Monitoring Program (CASGEM) and works on other groundwater related issues for the Department.
Vicki Kretsinger Grabert was the founding President of the California Groundwater Resources Association (GRA) and a director for 23 years. She is a Co-Chair of GRA's Contemporary Groundwater Issues Council of scientists, economists, consultants, policymakers and regulators, which she continues to serve a leadership role.
