- How Western Riverside Council of Governments (WRCOG) came to operate the most successful program in the nation (HERO Program);
- How the Porgram works;
- What sort of adaptations have been made over time; and

The HERO PACE Program has been operating since 2011 and is widely recognized as the market leader for operating efficiency, consumer satisfaction, job creation, market transformation and economic development.
WRCOG has successfully served as Program sponsor to lead the expansion beyond the sub-region into a statewide presence.
Barbara Spoonhour, Director of Energy and Environmental Programs, has been with WRCOG since 2001. Ms. Spoonhour has has over 17 years’ experience in local government and has spent most of the past 5 years in developing and implementing the WRCOG and California HERO Programs, which are the largest active residential Property Assessed Clean Energy Program (PACE) in the nation. The HERO program expanded statewide in 2014. To date, over $1.8 billion in applications have been approved and over 24,000 projects totaling over $380 million have been completed. Laura Franke is a Managing Director with Public Financial Management, the nation’s largest independent financial advisory firm. Laura leads the firm’s Environmental Finance practice which is focused on providing financing solutions for environmentally friendly projects. Services to clients include consulting, transaction advisory, and financial program management (including Property Assessed Clean Energy and On-Bill programs) along with traditional debt issuance. Since joining PFM, she has provided information to clients and colleagues nationwide regarding the relevance of Environmental Finance opportunities as a cross-specialization that works across all specialty practice groups.
