AWWEE invites you for an evening discussion at the East Bay Municipal Utility District’s (EBMUD) Administration Building

EBMUD supplies water to 1.3 million people, provides wastewater treatment for 650,000 people, and generates renewable energy at its hydropower and cogeneration facilities. Led by some of EBMUD’s key staff, we will explore the District’s day-to-day operations, discuss how the District and others develop long-range plans to supply our water, and learn about an innovative waste to energy project EBMUD is executing on the wastewater side of the business.

Speakers:

Katy Foulkes, Director at EBMUD. Katy will provide a District overview and introduce the panel.  Katy Foulkes was first elected to the East Bay Municipal Utility District Board of Directors in 1994 and served as EBMUD Board President from 2000-2002. Long active in community affairs, Katy also served two terms on the Piedmont City Council, including one as mayor. Currently, she serves on the Alameda County Local Agency Formation Commission representing special districts, and represents EBMUD on joint powers agencies with the Sacramento area and the counties of Amador, Calaveras and Alpine. She is Vice-Chair of Region 5 of the Association of California Water Agencies and is a member of their state board. Katy is also Vice-President of the Alameda Chapter of California Special Districts Association, is Co-Chair of the Bay Area Water Forum, active in the National Women's Political Caucus, Alameda-North, and is a board member of the Pardee Home Foundation. A graduate of University of California Berkeley, Foulkes is Past-President of the Berkeley-Oakland-Piedmont Chapter of the Cal Alumni Association.

The panel will include:

• Eileen White, Manager of Operations. Eileen will talk with us about what’s currently happening with water supplies and the day-to-day issues around supplying water that is safe, reliable, and high-quality. She can share insights from her responsibilities managing the District’s water system, reservoirs, and ensuring water quality into the distribution system. Eileen White, Manager of Operations, oversees the operations of EBMUD’s raw water system, water treatment plants, and distribution system. Eileen has a B.S. in Civil Engineering from U.C. Berkeley and is a Registered Professional Engineer in the State of California. She has more than 22 years of engineering and management experience in the wastewater, water, and power industries.
• Lena Tam, Manager, Water Resources Planning. Lena will share her analysis based on demand forecasting for East Bay needs through 2040 and talk about implications for water supply, transfers, storage, conservation, and recycling. She will describe how urban water agencies develop their long-range plans to meet regional needs. Lena Tam manages EBMUD’s Water Resources Planning Division, developing forecasts of long-term water, power and environmental needs while optimizing existing water rights and entitlements. She is in her 24^th year at EBMUD and also is currently serving her second term on the Alameda City Council, and offers a regional perspective of resources planning from her prior role as chair of the Alameda County Planning Commission. She is a registered civil engineer, holding a B.S. in Engineering and a Master of Public Administration from U.C. Berkeley.
• Sophia Skoda, Program Manager, Resource Recovery Program in the Wastewater Department at EBMUD. Sophia has more than 15 years of experience working in a range of environmental engineering roles mainly related to the public-sector water/wastewater world. She has a BS in Civil Engineering from Stanford University and an MS in Civil Engineering from U.C. Berkeley and spends much of her free time traveling.
